They can absolutely be goofy halloween dollar store prizes, go nuts. It won't be anything special, but small little trinkets and things of all types of time periods is just fine!

And nothing will happen if they burn the effigy, sans the fact that the effigy will be super burned. At least, nothing yet. So that sounds like a great idea.
